Environmental Manager

Kern Oil & Refining Co. (Kern) is an independent oil refining and marketing company.  Our headquarters and refinery are located in the central California city of Bakersfield where Kern is an important producer and supplier of California approved gasoline and diesel fuel.  The refinery was originally constructed in 1934 and has continued over the years to be a reliable source for gasoline and diesel fuel for the California Central Valley.

Position Description:

The Environmental Manager is responsible for leading and managing Kern Oil's environmental regulatory compliance programs to maintain full compliance with applicable laws and regulations. The Environmental Manager shall direct and coordinate the utilization of resources to achieve compliance in the most efficient, economic means.

Primary Functions:

  • Manage team of environmental specialists to achieve Kern objectives by setting goals and establishing clear direction and performance expectations.
  • Oversee development, implementation and maintenance of compliance programs to meet regulatory requirements of applicable permits, plans and procedures. Relevant programs include but are not limited to; Title V, CAA, local APCD rules, SPCC, SWPPP, CalARP, , Waste Management, drinking water standards, climate change/GHG-related programs, PHMSA pipeline operations, wastewater, site remediation, etc.
  • Facilitate on-site agency inspections and data/document requests. Coordinate with necessary company staff when needed.
  • Develop and facilitate training for workers on issues related to the environment and associated compliance activities. Communicates with management and human resources staff to ensure training requirements for new programs are being developed and existing programs are being evaluated and properly maintained.
  • Coordinate with Health & Safety Manager to assist with the development and monitoring of emergency action plans such as SPCC, hazardous waste contingency plan, etc. Assist with liaising with agency representatives’ on-site and making required notifications as required by such plans.
  • Communicate effectively both written and verbal with plant leadership team to plan and execute compliance strategies to meet regulatory requirements of applicable permits, plans and procedures.
  • Works with plant leadership team to implement changes that increase performance in all aspects of environmental compliance.
  • Oversee and audit data and observations to ensure compliance with regulatory requirements and industry guidelines and advises management accordingly.
  • Interface across entire organization as relates to environmental concerns providing technical compliance information as needed.
  • Develop and track project budgets, actual costs and AFE’s, as needed, for compliance activities and related projects.

Minimum Qualifications/Requirements

  • Bachelor’s Degree or equivalent required. Degree in Environmental / Science / Engineering or related areas of education preferred.
  • Minimum of 5 years of experience with environmental, health and safety compliance in refinery or a closely related industrial setting.
  • Ability to handle multiple priorities and remain focused and organized.
  • Ability to effectively delegate responsibility and manage the work activities of others.
  • Supervisory experience required with demonstrated ability to manage, lead and motivate people.
  • Demonstrated communication, interpersonal, and organizational skills. Ability to read and interpret documents such as laws and regulations, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees, contractors/consultants and agency representatives.
  • Ability to be decisive and make decisions to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Must have excellent computer skills as demonstrated by ability to compile and present information and data utilizing Microsoft Office.
